Policies

The HCA works with local authorities to deliver national housing and regeneration policies and targets at a local level.

The policy framework within which we operate is determined by the government’s policies on housing and regeneration, which are set out in national policy documents including Homes for the Future, the local government white paper and the draft regeneration framework.

Our approach to implementing this policy framework is governed by our four statutory objectives:

  • improving the supply and quality of housing
  • securing the regeneration or development of land or infrastructure
  • supporting in other ways the creation, regeneration, development and continued well-being of communities in England
  • contributing to the achievement of sustainable development and good design.

Policy development

Policy and strategy development at the HCA focuses on delivering these objectives in line with national policy. In particular, policy development will support our new business process, the single conversation. Through the single conversation, we will work with local authorities and other local partners to decide how our resources and expertise can best support local housing and regeneration ambitions in line with regional and national targets.

Our overall objective is to provide opportunities for people to live in homes they can afford in places they want to live and our policies and strategies will provide a framework for this approach.

We are in the process of developing a full set of policies in a wide range of areas, from vulnerable people to community engagement and from housing design to flood risk. Some policies will be adopted from the transferring organisations, while others will be new or harmonised policies. We will provide details of our policies on this website as they are developed, to ensure that the policies and strategies that guide our approach to delivery are transparent and readily available.
