The site forms the western end of Walsall Waterfront which has recently seen significant redevelopment, including the delivery of The Walsall Art Gallery, the Wharf Bar and over 300 new apartments. Enjoying direct access from Wolverhampton Road, the site also has prominent canal side frontage to two sides.
Historical uses at this location include a gas works, depot and vehicle maintenance garage which has resulted in impacts to the shallow ground conditions. Extensive investigation, assessment and remediation have been undertaken although it is anticipated that some additional works will be required during redevelopment.
The Black Country Core Strategy earmarks Walsall Waterfront for mixed use development and identifies opportunities for leisure, residential and office development in this area. Policy SC3 emphasises there is scope for more leisure facilities given there is no cinema or major entertainment offer in Walsall. The need for a hotel and conference facilities is also highlighted. Further detailed guidance is also provided in the SPD for Walsall Waterfront which envisages a thriving mixed use development, a sustainable living quarter and a new gateway and destination at the Waterfront.
The HCA and Walsall MBC are keen to see the delivery of a hotel and conference facility on the Lex site, but are willing to consider alternative uses on the site which are in line with current planning policy.
