Empty Homes Round Two

On 26 November 2012 Communities Minister Don Foster MP announced a further round of funding aimed at bringing empty properties back into use. As well as tackling empty homes this additional bid round has an emphasis on the refurbishment of empty commercial and non-residential properties as affordable housing. Bidding for this funding closed on 25 March 2013.

On 20 June 2013 allocations of just under £40.8 million were announced which could deliver up to 1,939 new affordable homes:

Further funding may become available as a result of slippage over the course of the programme. Providers interested bringing forward empty property to bring back into use as affordable housing should contact their local HCA area office to discuss their proposals.

Framework Delivery Agreements

We have published the standard forms of Empty Homes 2012/15 Framework Delivery Agreement which will form the basis of contractual agreements between the HCA and the Provider(s). There is a separate agreement for single Providers and for consortium Providers. There is also a separate agreement for Providers that are creating a revolving empty homes fund.

For Providers already in contract with Empty Homes round one funding, provided that the contracting entity and processing route/delivery model remains unchanged, our approach will be to acknowledge the increase in allocation via a side letter. Where this is not the case, for example, if there is a new Provider or if the members of a consortium have changed, a new FDA will be issued.

This funding is for England outside of London only. Providers wishing to bring empty properties back into use in London should contact the Greater London Authority.
