In Laying the Foundations – a Housing Strategy for England, the Government announced that it would be making up to £30m of funding available to provide short-term project finance to help unlock group custom build – or self-build - schemes.
The aim of the fund is two-fold:

To stimulate the growth of the Custom Build Homes market by enabling more multi-unit custom build home projects and attract more commercial lenders and investors to this market, thereby increasing the number of custom built homes developed annually over the next decade.

To focus exclusively on multi-unit ‘group’ projects with the objective of bringing forward sufficient numbers of successful schemes to demonstrate to commercial funders that the lending model is a viable and sustainable business which can be taken forward by industry, without public funding support, when the fund closes on 31 March 2015.

The fund can be used to cover eligible costs such as:

Land acquisition costs;

Site preparation costs;
-
Construction of supporting infrastructure/utilities directly related to the construction of the homes;

S106 planning obligations, Community Infrastructure Levy charges and S278 agreements;

Construction costs for the homes; and
-
Associated professional fees related to the project after planning permission has been granted.
We have published a prospectus setting out details of how interested bidders may apply. Projects should be outside London.
As outlined in our Land Development and Disposal Plan, to help groups of prospective bidders access a supply of land for Custom Build schemes, we will also be putting forward several of our own sites which will become available in the coming months. These include:
Kingsweir and Torpoint, Bristol
Spencers Park, Hemel Hempstead
Pleasley Colliery, Bolsover
The Pleasley Colliery site provides residential land of 0.59ha. Located on the edge of Pleasley Village in the District of Bolsover, approximately 3 miles from junction 29 of the M1.
The site was remediated under the National Coalfields Programme and transformed into a Country Park which is now in the ownership of Derbyshire County Council. The former pithead buildings form part of a Grade II Listed Scheduled Ancient Monument (SAM) adjacent to the housing site which has been transferred to the Land Trust.
The site has the potential for 23 homes. It is anticipated that 11 homes will be brought forward for Custom Build. The site is currently allocated in the Bolsover Local Plan as a non-industrial employment site. The site is due for submission of planning in September and should be taken out to the Custom Build developers in Winter 2012/13.

Upper Tuesley Milford, Surrey
Wilson Road, Hanford, Stoke-on-Trent.
The Wilson Road site is a 1.23 ha site located in the Hanford area of Stoke-on-Trent. At the moment work is being undertaken to prepare for an outline planning application for the site to be submitted to the Local Authority at the end of October. The HCA are working in partnership with the Local Authority to provide Executive Housing (4 bed +) for Stoke which it has highlighted as a priority in its Mandate for Change.
The outline planning will give details of how the site is to be split and will determine the available build area for each plot. The site is to be marketed at the end of the Autumn.

Chase Avenue, Walton Park, Milton Keynes
The 0.65ha (gross) site is within the freehold ownership of the Homes and Communities Agency (HCA) and is located at the junction of Brickhill Street (V10) and Chase Avenue within Walton Park, which is an established residential grid square within Milton Keynes.
It is one of Milton Keynes many ‘reserve sites’, which are parcels of undeveloped land retained within established residential developments for various broadly-defined community uses – including in this case ‘specialist housing’.
This site is currently being marketed.

Trevenson Park, Pool, Cornwall
The site has capacity for over 100 homes, a large proportion of which we expect to come forward as custom build homes. Some information on the wider site and area is available on a link here and another link here.
We are currently seeking to appoint a development partner through the HCA Delivery Partner Panel and should be in a position to appoint by the end of the year. HCA will then work with the development partner to work up the scheme in collaboration with Cornwall Council, Parish Council and Heartlands Trust to focus on the local area.
