This page of the website is intended to provide information for bidders shortlisted under Round 2 of Kickstart about the due diligence process.

Due diligence

HCA has written to every organisation that submitted an expression of interest under Kickstart Round 2 informing them whether or not their project has been shortlisted, placed on the reserve list or not taken forward.

Those projects which have been shortlisted will go through the due diligence process which is intended to check evidence, test assumptions, review programme and deliverability, ensure funding is the minimum necessary and of the most appropriate form, consider the market, design, value for money and risk.

The reserve list will be drawn upon if shortlisted schemes are unsuccessful in due diligence or if Round 1 schemes fail to go ahead.

Shortlisted projects with HomeBuy Direct only or HomeBuy Direct plus NAHP are required to return information to HCA by 13 January.

Shortlisted projects which include loan, equity or gap funding (including in combination with HBD and / or NAHP) are required to return information to HCA by 27 January.

Due diligence returns must be submitted via the Kickstart Extranet. Bidders can access the Kickstart Extranet.

Monthly cashflow

Shortlisted projects which include loan, equity or gap funding (including in combination with HBD and / or NAHP) are required to complete the standard monthly cashflow. (Please refer to the detailed guidance when completing the cashflow)

Cashflow clinics are being held at the times and locations set out below.

Please note these are working sessions. It is not intended that there will be any form of presentation rather it is a drop in session to work through any detailed points on the cashflow.

Pre-Qualification

Those shortlisted organisations which are not pre-qualified under the HCA’s NAHP Pre-Qualification, should commence the pre-qualification process now. Information is contained in the ZIP file below.

Kickstart HomeBuy Direct

Successful bidders for HomeBuy Direct will be required to hold a current Consumer Credit Act (CCA) licence and obtain a S.60 (3) Direction from the Office of Fair Trading.

The attachments provide guidance to bidders who do not already have those.
