Investment tools

To help deliver its programme, HCA utilises a number of investment tools.

The aim of these tools is to employ new, innovative ways of working to deliver homes, regeneration and growth faster and to make more efficient use of public resources and assets.

Joint Ventures

HCA is a partner in a number of ground breaking joint ventures which continue to deliver regeneration and growth in England.

These include Priority Sites, English Cities Fund, and Network Space.  More details are available on the Joint Ventures page.

Local Housing Companies

Local Housing Companies are new public-private joint ventures putting local councils back at the heart of house building and helping house builders share the risks of development.

Being a special form of Local Asset Backed Vehicle, Local Housing Companies use Local Council owned land together with private sector investment and expertise to deliver new homes.

Housing PFI 

The private finance initative is a procurement appoach which central government provides financial support for long term partnership between the public and private sectors.

Private Rental Sector Initiative

A large scale Private Rental Sector Initiative (PRSI) to attract new investors into the new build private rented housing sector, could play a significant role in rebuilding the housing market. Discussions between the Homes and Communities Agency and Government indicated a preparedness to explore the concept further, and the HCA consequently invited Expressions of Interest from the private sector in June 2009.

New tools

The HCA is also developing additional new tools which will help HCA and its partners deliver in the future.

Current work includes development of Local Asset Backed Vehicles, Infrastructure Funding solutions, and energy supply tools. 

In developing new tools, the HCA works with partners in the public and private sectors and is very open to exploring new concepts and innovations which could contribute to its overall goals.
