How we work

The HCA works at the request of local authorities to help them realise their aspirations for economic growth and prosperity and to deliver high-quality housing that people can afford. 

Statutory objectives

Our strategic framework is also governed by our four statutory objectives:

• improving the supply and quality of housing
• securing the regeneration or development of land or infrastructure
• supporting in other ways the creation, regeneration, development and continued well-being of communities in England
• contributing to the achievement of sustainable development and good design.

Working in collaboration

The HCA’s strategies focus on delivering these objectives in line with local priorities. In particular, they support our main business process, local investment planning. Through the development of local investment plans, in collaboration with local authorities and other local partners, we can best deploy our resources and expertise to support local housing and regeneration ambitions and priorities.

Developing strong partnerships at national, regional and local levels will be the key to our success as a national agency that delivers locally.
