Housing stimulus programme

The Housing stimulus programme is being delivered through six programmes:

Kickstart housing delivery

Kickstart housing delivery is targeted at stalled sites, to support construction of high quality mixed tenure housing developments. Kickstart is targetted to deliver 22,000 new homes, of which 7,000 will be affordable homes.

Local authority council housing

Funding is available for local authorities to deliver new council housing for social rent. Local Authority New build will deliver 3,900 affordable homes over three years.

Energy Saving Programme

Additional funding is available to help social landlords
achieving energy savings through the insulation of hard to treat cavity walls. The bidding rounds are now complete and will see over 121,000 homes receiving insulation.

Low Carbon Infrastructure Fund

Funding is available to encourage future low carbon energy and heating projects to support housing growth.  The HCA has gathered a range of proposals for innovative low carbon, community heating and power projects, which could benefit from immediate capital grant support.

Public Land Initiative

The Public Land Initiative aims to bring publicly owned housing sites forward using a different approach to procurement and delivery. The Initiative will deliver over 1,250 new homes over the next three years, 500 of which will be affordable homes.

Additional Affordable Homes

An additional 12,500 affordable homes will be created through the National Affordable Homes Programme.
