The HCA maintains a number of panels to deliver our regeneration and development programmes. These panels are regularly re-procured and can also be used by our partners, at present over 140 other organisations procure through our panels.
A number of these panels were originally procured by English Partnerships, one of the predecessors of the HCA, but were transferred to HCA, by virtue of the Homes and Communities Agency, Tenant Services Authority and the Welsh Ministers Transfer Scheme 2008. The property, rights and liabilities of the Commission for the New Towns and The Urban Regeneration Agency, known as English Partnerships, transferred to the Homes and Communities Agency (HCA) on 1 December 2008.

Our panels are a mixture of individuals, small to medium-sized firms, partnerships, large firms and PLCs. However, many of our projects require the skills base and professional indemnity protection that only a large firm can provide.
Panel firms and individuals are sourced through a competitive tender process at regular intervals, usually every four years. The panel tender process is subject to the Homes and Communities Agency's procurement policy - PDF (63 KB). Re-tendering of panels will be advertised in the Official Journal of the European Union (OJEU) or appropriate trade journals.
Prospective tenderers are advised to use the search facility via the OJEU Tenders Electronic Daily (TED) website or subscribe to a tender search company specialising in this field.
Potential suppliers and consultants are requested to refrain from sending unsolicited details of their goods, services and skills to the Homes and Communities Agency, as we are unable to retain this information.
Many of the HCA’s panels have been procured on the basis that they can be used by our partner organisations, for example Urban Regeneration Companies, Regional Development Agencies, Local Authorities and the Olympic Delivery Authority.

Partner organisations who wish to access our panels should contact consultantpanels@hca.gsx.gov.uk for further information. Partners will be required to sign up to an agreement with the Homes and Communities Agency in order to use our panels.
