The Board

The HCA is governed by a Board of 11 members, appointed by the Secretary of State for Communities and Local Government. The Board determines the strategic direction of the Agency.

Code of Practice

HCA Board members are obliged to act in accordance with the HCA Code of Practice for Board Members, which is based on the model “Guidance on Codes of Practice for Board Members of Public Bodies” produced by the Cabinet Office.

HCA Committee members, who are not members of the HCA Board but who may have voting rights, are obliged to act in accordance with a shorter version of the Code of Practice, comprising the general principles as to interests and standards in public life.

Standing Orders

The Board and its Committees are also governed by Standing Orders, which set out the details of how the HCA Board manages its business, for example how it calls meetings, how many members must attend them to make a quorum and so on.
